These guidelines were developed using a consensus process by a work group formed by Foundation members. The guidelines draw upon the experience and leading practices of the full breadth of INGAA Foundation members as well as practices used throughout the industry, including the Common Ground Alliance (CGA) Best Practices and API 1166 – Recommended Practice on Excavation Monitoring and Observation. The measures proposed in this document tie to those used as a standard practice in FERC proceedings and industry recommended practices. They constitute minimum measures and nothing prevents the parties from agreeing to additional or more stringent measures.
