New Energy Legislation

Senate Energy Committee Chairman Jeff Bingaman has been announcing his intent to introduce a comprehensive energy bill within the next several months, focusing specifically on renewable energy development, biofuel production and infrastructure, and a renewable portfolio standard for electric utilities.  The Senator’s staff has asked for INGAA’s advice on infrastructure issues, particularly with regard to ethanol and CO2 pipelines.  We are not certain how the Senator will proceed on these issues, but his staff is examining natural gas pipeline regulation (approval and construction) as a model to consider for other types of pipelines.  With the heavy focus on carbon sequestration in the climate change debate, we can expect strong Congressional interest in encouraging the construction of new CO2 pipeline infrastructure.
