The Interstate Natural Gas Association of America (INGAA), a trade association that represents 26 members of the interstate natural gas pipeline industry, respectfully submits these comments in response to the United States Environmental Protection Agency’s (EPA or Agency) proposed preamble language entitled “Standards of Performance for New, Reconstructed, and Modified Sources and Emissions Guidelines for Existing Sources: Oil and Natural Gas Sector Climate Review” (hereinafter, Proposed Rule), which was published in the Federal Register on November 15, 2021.1 INGAA notes that the Proposed Rule does not contain any proposed regulatory text. INGAA will be commenting on the proposed regulatory text once EPA releases it.
