Pursuant to the Notice Soliciting Public Comment issued March 3, 2005, in these dockets, the Interstate Natural Gas Association of America (“INGAA”) submits the following comments on the effectiveness of the Commission’s regulations for gaining access to critical energy infrastructure information (“CEII”). INGAA represents the interstate and interprovincial natural gas pipeline industry operating in North America. INGAA’s United States members, which account for over 90 percent of all natural gas transported and sold in domestic interstate commerce, are regulated by the Commission pursuant to the Natural Gas Act, 15 U.S.C. §§ 717-717w.
In INGAA’s view, the Commission’s existing regulations and procedures applicable to CEII are working well. INGAA offers the following comments in response to specific questions posed, along with one specific recommendation for improvement of the CEII procedures.
