The INGAA Foundation requests that PHMSA revise its proposed regulations to incorporate the ASME B31Q task list, to endorse use of a generalized qualification platform that can be enhanced at specific job sites, and that builds portability into the regulations. The proposed rule should account for significant implementation timeframes and PHMSA should recognize and account for the fact that its cost estimate significantly underestimates the true cost of this program’s implementation.
