WASHINGTON, District of Columbia, December 5, 2025 – The Interstate Natural Gas Association of America (INGAA) is pleased to announce that Melissa Mitchell has joined the organization as the Director of Regulatory Policy.
Melissa brings to INGAA extensive knowledge of federal energy regulatory matters obtained from experience working as an energy attorney within the private sector and the federal government. She joins INGAA from the Pipeline and Hazardous Materials Safety Administration (PHMSA) at the U.S. Department of Transportation, where she served as Senior Attorney in the Regulatory Affairs Division. At PHMSA, she provided counsel on administrative law matters and assisted in the drafting of technical, operations, and financial documents to further safety regulations.

Prior to her role at PHMSA, Melissa served as Tariff, Land, & Permitting Manager at Shell Pipeline Company LP & Shell Midstream Partners, where she directed a 19-person team and managed multi-million-dollar budgets. Her career also includes positions at the Federal Energy Regulatory Commission (FERC), Commodity Futures Trading Commission (CFTC), and the Electric Power Supply Association (EPSA).

Melissa holds an LL.M. in Law & Government with a focus on Administrative Law & Procedure from American University Washington College of Law, a Juris Doctor from Syracuse University College of Law, and a B.A. in History with Distinction from the University of North Carolina at Asheville. She is admitted to the bar in New York and the District of Columbia.
