INGAA Foundation Elects New Chair and Vice Chair

WASHINGTON, D.C., January 22, 2025 – The INGAA Foundation Board of Directors elected Kim Tarr, Vice President of Field Operations at Boardwalk Pipelines, as the chair of the organization and Dave Coffin, Chief Commercial Office for Evraz Inc. North America, to serve as the Foundation’s vice chair for a one-year term.

“Kim and Dave both bring a tremendous amount of business acumen and industry expertise to the Foundation, and we are thrilled to have them leading our organization over the next year,” said Amy Andryszak, President of the INGAA Foundation.

“The INGAA Foundation convenes leaders from the natural gas pipeline value chain to identify and address critical matters facing the industry, and Kim and Dave’s perspectives and experiences have already enriched the association,” added Hebe Shaw, INGAA Foundation Executive Director. “Together, their leadership will steer the organization’s renowned industry research and foster critical dialogues among members as the energy sector continues to evolve.”

Ms. Tarr serves as Boardwalk Pipelines’ Vice President of Field Operations, where she is responsible for safely and reliably operating Boardwalk’s more than 14,000 miles of natural gas and liquids pipelines. Ms. Tarr has more than 30 years of experience in the energy sector and has been with Boardwalk Pipelines since 2008, where she previously served as Vice President of Engineering and Construction. She also previously served as the vice chair of the INGAA Foundation. Ms. Tarr graduated from Rice University with a Bachelor’s degree in Civil Engineering and went on to earn her Master of Business Administration from Colorado State University.

Mr. Coffin currently serves as the Chief Commercial Officer for Evraz Inc. North America, responsible for selling 1.5 million tons of oil country tubular goods and other linepipe products each year. Mr. Coffin has been with Evraz and a member of the INGAA Foundation since 1997. Mr. Coffin earned his Bachelor of Science in Business Administration and Master of Business Administration from Azusa Pacific University. He also attended graduate school at Yale University and the Moscow School of Business for International Business and leadership programs.
