Director of Pipeline Safety
The Interstate Natural Gas Association of America (INGAA) is a trade organization that advocates regulatory and legislative positions of importance to the natural gas pipeline industry in North America. INGAA is comprised of 26 members, representing the vast majority of the interstate natural gas transmission pipeline companies in the U.S. and Canada. INGAA members operate almost 200,000 miles of pipeline.
The interstate natural gas pipeline industry has two principal federal regulators: the Federal Energy Regulatory Commission (FERC) is responsible for the economic regulation of pipelines, while the U.S. Department of Transportation (DOT) Pipeline and Hazardous Material Safety Administration oversees the industry’s safety efforts.
INGAA is seeking a Director of Pipeline Safety with experience in the natural gas industry, pipeline safety, engineering, operations, integrity management, and/or regulatory compliance or advocacy in related discipline. In this role, you will be responsible for advocating the association’s positions regarding U.S. Department of Transportation Pipeline and Hazardous Materials Safety Administration (PHMSA) regulations. The director will also serve as the subject matter expert supporting INGAA’s government affairs executives on matters related to pipeline safety in Congress.
The anticipated base salary range for this position is $185,000-$200,000 per year plus annual incentive compensation. Final compensation will be determined based on a variety of factors, including the candidate’s education, relevant experience, and overall qualifications. Starting salaries are typically positioned toward the mid-point or lower end to allow for growth within the role over time.
Key Responsibilities:
- Plan and execute INGAA’s response to proposed PHMSA regulations and policies affecting natural gas transmission pipeline and storage operators. Lead drafting of written comments on rulemakings, represent INGAA at public meetings, and before PHMSA staff, etc.
- Develop and maintain relationships with PHMSA career and political staff.
- Lead and manage INGAA’s Pipeline Safety Committee and any related task forces. Analyze and communicate pipeline safety developments at PHMSA, Congress, and elsewhere that could affect INGAA’s members. Collaborate with committee members to develop consensus INGAA positions on pipeline safety policy matters.
- Direct outside engineering consultants and legal counsel retained on pipeline safety matters.
- Liaise with groups representing other affected energy industry segments, such as other trade associations, NGOs, and public stakeholder groups on pipeline safety matters.
- Represent INGAA at industry conferences, workshops, meetings and other venues.
- Support INGAA’s communications, messaging, and legislative outreach on pipeline safety matters.

- Coordinate with other INGAA staff, as appropriate, in the development of INGAA policies and multidisciplinary initiatives relevant to natural gas transmission pipeline construction, operations, reliability, and environmental protection.
- Promote opportunities for public-private collaboration and research and development to support the safety of natural gas transmission systems.
- Perform technical and data analysis using industry survey data, historical archives, and INGAA databases and records to support the association’s advocacy.
- Support INGAA programs and meetings that involve pipeline safety, including relevant INGAA Foundation studies and workshops.
Background and Qualification:
- College degree in science, engineering, or a related field of study and 5-10 years’ experience in natural gas industry, pipeline safety, engineering, operations, integrity management, and/or regulatory compliance or advocacy in related discipline
- Knowledge of applicable PHMSA regulations and consensus standards is beneficial
- Strong writing skills to draft effective agency filings, member communications, position statements, and testimony
- Strong communication and interpersonal skills
- Ability to communicate technical issues, both orally and in writing, to technical and non-technical audiences
- Ability to manage multiple projects at a fast pace with competing deadline pressures
- Ability to independently identify and learn technical information
- Meeting facilitation and consensus building
- Project managerial or organizational skills

Director of Regulatory Policy

INGAA has an immediate opening for a Regulatory Policy Director. This position is part of the INGAA Regulatory team and will collaborate closely with professionals across INGAA’s Regulatory and Government Affairs departments to develop policy positions and advance regulatory advocacy before federal agencies and the Executive Branch.
The role involves working on a broad range of substantive policy issues, including pipeline permitting policy, environmental regulations, and regulations related to pipeline operations, maintenance, safety, and security.
Here is what you will be doing:
- Monitoring and updating the INGAA team and membership about developments on federal regulatory policies affecting the interstate natural gas pipeline industry, including actions taken by the U.S. Environmental Protection Agency, U.S. Department of Energy, Army Corps of Engineers, Council on Environmental Quality, Department of Interior, and others.
- Support INGAA development of policy positions and strategies related to federal regulations and policies impacting the interstate natural gas pipeline industry.
- Support INGAA policy committees and subject matter experts by coordinating responses to committee inquiries, including collecting and analyzing member data, and effectively communicating INGAA’s consensus positions through rulemaking comments, pleadings, and other advocacy materials by managing the development, drafting, and finalization of well-supported work products.
- Proactively engage, educate and advocate before policymakers on the unique issues related to the permitting, siting, construction, and operation of interstate pipelines.
- Prepare presentations for industry speaking events.
- Participate in various technical conferences and report key takeaways to members.
- Perform other related duties as assigned to support the team and organizational objectives.
Background and Qualifications:
- Bachelor’s degree required, Master’s degree or JD from an accredited law school highly desirable.
- 5-8 years’ experience working in Congress, a federal agency, or the Executive branch, or in a regulatory policy position at a relevant nonprofit or for-profit company, trade association, or interest group.
- Possess in-depth knowledge of the federal regulatory process, including rulemaking procedures and agency practices.
- Demonstrated policy expertise in more than one of the following areas: energy, natural gas, environmental, and infrastructure policy
- Experience with the natural gas or pipeline industry is highly desirable.
- Strong writing skills to draft effective agency filings, member communications, position statements, and testimony.
- Demonstrate proficiency in Microsoft Office Suite, including use of PowerPoint for creating clear, professional presentations.
- Ability to analyze technical data and communicate technical issues, both orally and in writing, to technical and non-technical audiences.
- Facilitate meetings effectively, guiding discussions to achieve clear outcomes and build consensus among diverse stakeholders.
- Exhibit strong organizational skills with the ability to manage multiple priorities, track details, and meet deadlines consistently.
- Communicate clearly and professionally, with strong interpersonal skills to foster collaboration and maintain positive working relationships.

This role is based in Washington, DC with a hybrid work model reporting to the office at least three days a week. Some travel is required, typically 3 – 5 overnight trips out of the DMV area per year.
